How can you say PR has no effect on SERPs? It’s what the Google algo was built around? Admittedly, PR has become less important recently but it still pays a huge role.
Answer me this? You have a site and so does your competitor. You both have the same amount and the same type of cached content. You both have the same amount of links but your competitors links are all a higher PR. Who will have the higher SERP?

I really think that what bosbecak said is right. because I have one site that I never update, and strange enough the pagerank went up several times already.
